First things first, the Tea Shop that you're given for free requires building materials to complete. You'll need four Builders, four Foundations, seven Lumber, four Paper Lanterns, five Infrastructures, and four Lacquers to complete it. These items can be earned by asking your friends to send them to you, but you can also earn the Builders by clicking on Pickup Trucks that drive around the streets of your city. Additional Tea Shops cost 5,810 coins in the store, but your finished product will produce 405 cons each time it's ready. For the record, it also requires one Blue Truck to stock.

Either way, there's no time limit on any of these items in the store, so feel free to save up your Keys or coins until you can purchase them later on.
